Daizenshuu and the manga stated Earthling-Saiyan hybrids had the most potential, so I'm still going with that.
Daizenshuu also states Gotenks is inferior to Majin Vegeta prior to the ROST. Use all of it or don't use it at all.

Further-more, Beerus quote contradicts the guide-book by saying Goku has limitless potential and Vegeta could become a threat in the future.

He makes no comment of the earthling hybrids.

Although I can agree with princeofsaiyajins in suggest that the earth portion of them hinders them to some degree.

It's been hinted at several times that Saiyajins have limitless potential, so they seem to be the most powerful race. Half-breeds seem to have more readily available potential, but I feel the Earthling in them limits their ability to grow, though that's just a theory I have. Based on what we actually know, half-breed Saiyajins are the strongest race.
I sort of agree with your point, but I disagree with the growing part because all through the Frieza arc whenever it seemed like Gohan had hit the bottom of the barrel he would dig down and pull out even more and then in Seven years after Cell Gohan's Potential went from one of the lower SS2 tiers to SS3 tier.

Facts:

Goku & Gohan hit walls in the Cell Games.
Gohan breaks the wall Goku couldn't.

Goku & Vegeta hit a wall in the Boo Arc.
Goku breaks the wall Gohan & Vegeta couldn't.

Gohan therefore needed to be brought past his potential to be relevant in the Majin Boo Arc.

Goku & Vegeta have once again broken another wall and are credited as being threats to Beerus. Beerus even says he can't see Goku's limitless potential.
Gohan is already brought past his wall and can't get any stronger.

Uh no. Gohan didn't hit any wall... he didn't Train for Seven years, so that gave his Potnetial time to reset. Also the Zeta Sword made Gohan relevant since Kakarrot had t wonder if Gohan could beat Fat Boo or not, which would place Gohan's SS2 very close to SS3 Tier, which puts Gohan's Base above Kakarrot and Vegeta's.

Except that Viz made it clear that Goku straightly say that Gohan is still weaker than Boo.

Xjin the hell translator do you use? Goku straightly say? Shame on you.
Secondly, Goku gave us more of an "I'm Not Sure" around the 6:45 mark. Of course before then, he was incredibly stoaked about what Gohan was doing with that sword within a day or so, implicating that Gohan's growth was exponential. Meaning there's a lot of potential in that boy.

And I, personally, voted for Cell's race. Which I suppose would be the Androids as a whole. Given their natural power, the fact that some of them seem to get stronger with time (GT Seventeen, Cell, GT Eighteen, Super Android 17) and their general flexibility (Unlimited energy, databases full of attack, energy absorbers, component upgrades and fusion, etc.) they seem to be the best of the series. And let's not forget that the Goku and the gang never defeated Androids 17, 18 and 16 (Piccolo got close, but didn't get a chance to finish him.) Cell kicked the crap out of the entire team pretty effectively. And Super Android 17 was defeated by the demands of the plot (Unless you honestly think that the guy that shrugged off Super Saiyan Four Goku's Final Explosion and tanked his Ultimate Kamehameha Wave x 10 was so weak that base Goku's Super Dragon Fist was enough to put him down.)

Ultimately they performed the best, have the most flexibility, have the largest pool of powers, and frankly they're all easily the coolest of Dragon Ball villains, and probably the best (Give or take one particular Machine Mutant, but we can discuss that some other time.)

The two entered the Room of Spirit and Time, and hurriedly trained as Gotenks. As a result, Gotenks leveled up so much that his strength surpassed Vegeta and the others.
It is true that the Daizenshuu does say this, but it's one of the cases where it blatantly contradicts the manga. There are numerous other cases of this (King Piccolo > Kami for one). It doesn't make the entire book worthless.
I love building PCs. If you have any questions about it feel free to ask. I can help you with almost any kind of PC you'd want to build.
